路上飲酒、騒音、ポイ捨て…

渋谷のハロウィンは社会問題化しており、毎年大きな話題になっています。そして2025年、渋谷区は「迷惑ハロウィーン禁止」をキーワードに、例年以上の対策を講じます。

渋谷区が直面する社会問題

近年、ハロウィンの時期になると、渋谷に多くの若者や観光客が集まるようになり、盛り上がりが過熱する中で、深刻な社会問題が顕在化してきています。

ハロウィン当日は、群衆の大規模な滞留やごみの放置、公共の場での飲酒・喫煙の急増により、事故やトラブルのリスクが毎年高まっており、「仮装して写真を撮るだけ」「ごみ箱がないから少し置いておくだけ」といった軽い気持ちの行動も、人が集中することで街全体が混乱し、事故や環境悪化に繋がっています。

こうした状況に対し、渋谷区は警察や関係機関、地域住民・事業者と連携し、安全確保と秩序維持のための対策を講じてきましたが、依然として課題は山積しています。

「迷惑ハロウィーン」とは何か

渋谷区が「迷惑ハロウィーン」と呼ぶ行為は、路上での飲酒や喫煙、ごみのポイ捨て、大音量の騒音、通行妨害となる仮装撮影などです。これらの迷惑行為が、街の安全や秩序を著しく損なう事態を招いてきました。

区としては「迷惑ハロウィーンを行うために渋谷へは来ないでほしい」と強く呼びかけており、ルールを守った地域や施設内でのイベント参加を推奨しています。

2025年の「迷惑ハロウィーン」対策

2025年のハロウィンに向け、渋谷区は「迷惑ハロウィーン禁止」をキーワードに対策を強化しています。主な施策は以下の通りです。

渋谷駅周辺の安全対策

10月31日（金）19時～翌5時、警備員約125名を配置し、ハチ公広場など10カ所程度で監視体制を強化します。警察や関係機関と連携し、状況に応じて柔軟に対応します。

区職員によるマナー啓発

延べ90名の区職員が、路上での飲酒・喫煙・販売・客引きを防止するために3日間にわたりパトロールと周知活動を実施します。

ハチ公像の仮囲い・交通規制

10月30日～11月1日までハチ公像の周りに仮囲いを設置し、人流整理とハチ公像の保護を行います。

※ 写真は昨年のハチ公像の仮囲い また、渋谷駅周辺で交通規制も実施され、混雑時には公共交通機関の運行や歩行者動線も変更となる可能性があります。

路上飲酒の制限・酒類販売の自粛依頼

昨年から、条例により夜間の路上飲酒は禁止されています。
また、10月31日18時～翌5時は、路上飲酒禁止エリアと周辺の58店舗に酒類販売自粛を依頼しています。

ごみ対策の徹底

職員によるマナー啓発とともに、宇田川交番前・ハチ公広場・グランド東京渋谷ビル前の3カ所に、ごみステーションが設置されます。また、ボランティアによる清掃活動も支援します。
仮設トイレや着替えスペースの設置はありません。

喫煙所の一時閉鎖

10月31日早朝～11月1日早朝まで、渋谷駅周辺の公衆喫煙所3カ所を閉鎖します。対象の喫煙所は「渋谷駅前スクランブル交差点喫煙所」「宮益坂下交差点喫煙所」「渋谷駅元モヤイ像喫煙所」になります。

LUUP・Limeの利用停止

10月30日17時～11月1日5時まで、駅周辺のLUUPポートの利用が停止されます。停止期間中は貸出場所、返却場所ともに該当エリア内は選択できないようになり、停止エリアの車両は、ほぼ残らないように調整されます。

また、10月31日16時〜11月1日5時まで、Limeはジオフェンシング制御を活用し、駅周辺の走行やポートの利用が停止されます。

多言語でのマナー啓発

英語・中国語・韓国語でもマナー啓発のメッセージを発信し、商店街フラッグや駅前憲章ボード、街頭サイネージ、センター街での放送を通じて広く周知します。

関連する啓発プロジェクト

関連プロジェクトとして、一般社団法人渋谷未来デザインは「渋谷グッドマナープロジェクト」を推進し、清掃活動やマナー啓発を行っています。今年は新たに、「FORTNITE」や「Roblox」などで渋谷のマナー啓発ゲームを実施し、バーチャルでも楽しめる施策を展開しています。

経済と街の持続可能性を守るために

Shibuya’s Halloween has become a social issue, sparking significant discussion each year. In 2025, Shibuya City will take even stronger measures than previous years under the key phrase “Stop Troublesome Halloweens.”

This article explores the background of how Halloween in Shibuya became a social issue and introduces this year’s on-site measures.

Social Issues Facing Shibuya City

In recent years, the Halloween season has seen a significant influx of young people and tourists converging in Shibuya. Amidst the escalating excitement, serious social problems have become increasingly apparent.

On Halloween, the risks of accidents and trouble increase every year due to large-scale crowds lingering in the streets, littering, and a surge in public drinking and smoking. Actions taken lightly, such as “just taking photos in costume” or “just leaving trash for a moment because there are no bins” lead to chaos throughout the city due to the concentration of people, resulting in accidents and environmental degradation.

In response to these situations, Shibuya City has taken measures in collaboration with the police, relevant organizations, local residents, and business owners to ensure safety and maintain order, but significant challenges remain unresolved.

What Are “Troublesome Halloweens”?

The actions Shibuya City refers to as “Troublesome Halloweens” include drinking and smoking on the streets, littering, loud noise, and costume photo shoots obstructing traffic. These troublesome behaviors have led to significant threats to the safety and order of the city.

The City strongly urges people, “Don’t come to Shibuya for Troublesome Halloweens,” and recommends participation in events within the community and facilities that adhere to rules.

Measures Against “Troublesome Halloweens” in 2025

For Halloween 2025, Shibuya City is strengthening its measures under the key phrase “Stop Troublesome Halloweens.” The main measures are as follows:

Safety Measures Around Shibuya Station

On October 31 (Friday) from 7:00 p.m. to 5:00 a.m. the following day, about 125 security guards will be stationed at around 10 locations, including Hachiko Square, to strengthen monitoring. The police and relevant organizations will collaborate to respond flexibly according to the situation.

City Staff to Conducting Manner Awareness

A total of 90 city staff will patrol and conduct awareness activities over three days to prevent street drinking, smoking, sales, and soliciting.

Temporary Enclosures and Traffic Regulations Around Hachiko Statue

From October 30 to November 1, temporary enclosures will be set up around the Hachiko statue to manage pedestrian flow and protect the statue.

Traffic regulations will also be implemented around Shibuya Station, and public transport operations or pedestrian routes may be changed during times of congestion.

Restrictions on Street Drinking & Requests for Voluntary Suspension of Alcohol Sales

Since last year, nighttime street drinking has been prohibited by ordinance.

Additionally, from 6:00 p.m. on October 31 to 5:00 a.m. the following day, 58 stores in and around the no-street-drinking area will be asked to voluntarily suspend alcohol sales.

Thorough Trash Measures

In addition to city staff promoting manners, trash stations will be set up at three locations: in front of Udagawa Police Box, Hachiko Square, and Grand Tokyo Shibuya Building. Volunteer clean-up activities will also be supported.

There will be no installation of temporary toilets or changing spaces.

Temporary Closure of Smoking Areas

From the early morning of October 31 to the early morning of November 1, three public smoking areas around Shibuya Station will be closed. These are the “Shibuya Station Scramble Crossing Smoking Area”, “Miyamasuzaka-shita Crossing Smoking Area”, and “Shibuya Station Former Moyai Statue Smoking Area”.

LUUP and Lime Service Suspension

From 5:00 p.m. on October 30 to 5:00 a.m. on November 1, LUUP ports located around the station will be temporarily out of service. During this suspension period, these areas will be inaccessible for both rental and return purposes, with efforts made to ensure that nearly all vehicles are removed from the affected zones.

Furthermore, from 4:00 p.m. on October 31 to 5:00 a.m. on November 1, Lime will implement geofencing technology to suspend riding and port usage around stations.

Multilingual Manners Awareness

Manner awareness messages will also be widely disseminated in English, Chinese, and Korean, through shopping street flags, station-front charter boards, street signage, and broadcasts in Center Street.

Related Awareness Projects

As a related project, the Future Design Shibuya General Incorporated Association is promoting the “Shibuya Good Manners Project,” conducting clean-up activities and manners awareness campaigns. This year, new initiatives include Shibuya manners awareness games in “FORTNITE,” “Roblox,” and other platforms, offering measures that can be enjoyed virtually as well.

Protecting the Economy and the Sustainability of the City

Under the principle of “Diversity and Inclusion,” Shibuya City aims to become a globally beloved, attractive city by harnessing the energy of those who gather in Shibuya to drive urban development. To achieve this, rules have been established so that the city, residents, businesses, and visitors can share their love for Shibuya and mutually respect everyone’s enjoyment of the city.

This year’s “Stop Troublesome Halloweens” initiative can be seen as a new step towards Shibuya’s evolution as a “mature international city.”
